STATE OF EMERGENCY DECLARED IN SWATOW
HONG KONG, September I.—The Chinese Nationalists have declared a state of emergency in Swatow, a major port on the Kwangtung coast. Civilians are evacuating the city as
the Communist forces, preceded by guerrillas, sweep further into Kwangtung Province. The Nationalists’ military situation in the East river district of Kwangtung has deteriorated in the last 24 hours. Communist guerrillas have occupied seven districts. Unofficial Chinese reports suggest that these guerrillas will form the vanguard of the Communist offensive on Canton, the Nationalists’ temporary capital.
