LONDON, August 19 (Rec. 1 p.m.). —Britain was not informed or consulted in advance about the American decision to permit direct relations between Japan and foreign countries, said a Foreign Office spokesman. He added that the whole matter would have to be considered by the Foreign Office. Usually well-informed quarters believe that British official quarters do not favour the resumption of direct foreign relations between Japan and foreign countries at this stage. -
