The United States should renew its proposals for a Big Four defence alliance, if Moscow thought Nazi revival would result from America’s efforts to help Europe economically and re-establish German autonomy, said Senator Arthur Vandenberg, chairman of the Senate Foreign Relations Committee.
“Our over-riding aim is not to contain Russia, not to Americanise Europe. It is to return Europe to the Europeans. When this is done our objective is to retire from a Europe which has re-established itself.” he concluded.
