COMMUNIST PLAN FOR MARCH IN FINLAND REPORTED
HELSINKI, April 3. Finnish Communists in several provincial towns are reported to have hired motor vehicles for a “march on Helsinki,” when the pact with Russian goes before the Finnish Parliament for ratification. s The Helsinki radio announced that the two Finnish delegates whom the President (Mr Paasikivi) recalled from the Finnish delegation in Moscow for consultations would return to Moscow today or tomorrow with fresh instructions. “Finnish Ministers and party leaders have been conferring all night about the proposed military pact with Russia,” says the Helsinki correspondent of the Associated Press. “It is believed that Parliament and the Government differ about the necessity for the pact, and that the Finnish Foreign Office is preparing counter-proposals to the Russian draft of the pact.”
