FINLAND SEEKS SAFEGUARD FROM RUSSIA
(Rec. 11.30 a.m.) HELSINKI, March 15. It is learned that the Finnish Government instructed its delegation for the treaty talks with Russia to urge that in the event of war Russian forces would be sent to Finland only at the Finnish Government’s specific request, and that Finland’s forces should be used only within Finnish territory. The delegation will also seek a reduction in Finnish reparations to Russia.
