The Moscow radio says that the Soviet Foreign Minister (Mr Molotov), in a letter to the United States Secretary of State (General Marshall), suggests that, as the United States and Russia are unable to agree on the composition of the Korean Government, both should withdraw their troops and allow the Koreans to form a Government themselves. Provided the United States Government agrees to the withdrawal of its troops at the beginning of 1948, Russian troops will be ready to leave Korea at the same time,” says the letter,—London, Oct. 12,
