(Rec. 11 a.m.) ' a , oo WASHINGTON, August 29. . President Truman expressed The hope today that the Marshall Plan for European self-help would successfully replace UNRRA aid. In a letter to, Congress reporting UNRRA’s winding up operations to March 31, Mr Truman said: Longterm plans have been inaugurated by our Government under which it is hoped the devastated countries will achieve economic health through cooperation among themselves and with such long-range help as the United States is able to give under-proper international arrangements.”
