OPINION OF REPUBLICAN ADVISER NEW YORK, February 10. . Mr. John Foster Dulles, adviser to the Republican Party on international affairs, addressing the Inland Daily Press Association, said, the foreign policies of the United States faced a serious challenge from Russia. He added that while there was no reason to assume that such a cha 1lenge made war inevitable, there is a risk that the United States may provoke war by a retreat which would cause the Soviet leaders to push on recklessly.”
