DRAFTING TIIE GERMAN TREATY LONDON, Feb. 10. Mr. Robert Murphy (United States) submitted the United States procedural plan in drafting the German peace treaty to the Foreign Ministers’ deputies. The plan provides for the setting up of four standing committees and 13 subsidiary bodies covering all the political, territorial, economic, and military aspects of the German problem. The deputies would allow representatives of the 18 smaller Allies to associate themselves in the studies of discussions of those bodies. < The deputies would also invite competent German authorities and experts to appear before the committees. The proposal suggests that while the committees are at work the [deputies would draft the peace treaty (clauses after considering the views ■of other nations. The deputies, when [the draft was completed, would submit it to the 18 Allies and then make appropriate changes. It would then send the final draft to the Foreign Ministers’ Council.
