' ACH ER’S VIE \VS HAMBURG, Feb. 2. Addressing a meeting of Social Democrats, the party leader, Dr. Schumacher said: “The Germans should not be blamed for a lack of moral qualities. The Third Reich has collapsed, but many of the methods of the occupying Powers have also collapsed. The problem should not be based on Germany’s neutralisation, but on allowing her to' become a European nation.” He disagreed with the suggestion that' provincial Premiers should represent Germany at Moscow. He favoured German experts attending.
