JAPANESE EMPEROR GIVES * UP POWERS TOKIO, Nov. 3. Japan’s new Constitution lenouncing war was promulgated today in the House of Peers in the presence of the Emperor Hirohito and the British and American Ambassadors The new Constitution, outlaw-, ing war, stripping the Emperor of his power, and providing ioi human rights unprecedented in Japanese law, will become the supreme law six ’months from now. The Constitution deprives the Emperor of his former status as sacred head of the State and the highest military personage, leaving him only as “the symbol of the State and of the unity of the people,” with no political power. The people’s new rights include the right of men and women to marry whom they please, equality of the sexes, the right of workers to organise, and the right of citizens to sue the State for violations of their rights. The traditional marriage pacts arranged by parents are outlawed.
