PROPOSED INTERNATIONAL CONVENTION BRITISH SUGGESTIONS (Rec. 11.45 a.m.) LONDON, Nov. 1. The full employment policy will not be able to make its maximum contribution to raising the standards of living unless trade barriers are removed. This view is expressed in a memorandum issued by the United Kingdom delegation to the Preparatory Committee for International Trade and Employment. The memorandum contains proposals for an international convention covering employment policy and the co-ordination of different international agencies to enable action to be taken to avoid depressions. The memorandum points out that full employment, which is a vital element of the British Government’s policy, might be frustrated unless other major industrial trading nations also maintained full employment. Four suggestions for inclusion in the proposed convention are: (1) Each country should take action designed to achieve and maintain full employment.

(2) It should undertake not to maintain employment by means inconsistent with other international obligations. (3) Correct fundamental disequilibrium in the balance of payments which, by. creating difficulties for other countries, prejudices their efforts to maintain full employment. (4) Participate ,|n positive international action to promote full employment.
