PARTY LEADERS REMOVED MOSCOW ORDERS PRODUCTION DRIVE "IDEOLOGY AT HIGH PITCH” (Rec.’ 1 p.m.) LONDON, Sept. 19. Ability to get things done has. become more important than ever in Russia, which plans to treble production above pre-war level and at the same time to keep party efficiency and ideology at a high pitch, says the Associated Press Moscow correspondent. New names and faces are much in. evidence in Government departments, party organisation, industry and agriculture. A decree has been adopted changing the commissariats to ministries, which have increased from 43 to 60, by the subdivision of overgrown and unwieldy departments and the creation of new ones. The whole Communist Party system has been streamlined. Manyparty leaders have been removed for incompetence and dishonesty. In the heavy industries workers have been given money grants, pay increases, and comfort amenities to improve their work.
