WHAT IS- A FASCIST?
POLISH BILL FAILS TO DEFINE TERM NEW ELECTORAL LAW (Rec. 1 p.m.) LONDON, Sept. 19. The Electoral Bill to go before the Polish National Council to-morrow proposes a free, direct, secret, equal, proportional democratic vote, says The Times Warsaw correspondent. It excludes “Fascist groups” from participation in the elections, but does not define Fascist-groups. A singular feature is the repetition of the clause in the 1922 Bill, providing that any 100 persons can submit their own electoral list. The Bill does not define clearly party representation. It gives the impression that party influence is to be subservient to local administrative bodies. _________
