PROCEDURE AT CONFERENCE (Recd. 11)15 a.m.) LONDON, August 4. - The struggle of the medium Powers to get the Paris Conference organised more liberally or “more democratically’’ is certain to be waged again with new intensity to-morrow, says The Times Paris The group is not downcast by its defeat on Saturday. Dr. Evatt and others are reserving their heavier arguments against the voting rules. Whether they can prevail is highly doubtful. Soviet opposition to any change is strong and well organised. Also the argument that nothing must be done to shake the Four Power unity is gaining support among the Norwegians and other delegations, and making them follow the Four Power lead in cases of doubt. “The 21-mitions’ conference is making excellent progress. The small nations are getting a real opportunity to express their views,” said Mr. Byrnes (United States) to correspondents. American circles express the opinion that when the Procedure Commission meets to-morrow Mr. Byrnes intends to support the British proposal on voting procedure. (The British compromise appeal suggests that both conference recommendations adopted by a two-thirds majority and those which obtain a simple majority below two-thirds should be submitted to. the. Foreign Minis! ers’ Council). >
