When the first American troops came into Japan there was a rough but fairly wellknown plan. Prince Konoye tried it—and finally committed suicide. General MacArthur could and did tell the Japanese Government to “purge” undesirable persons. Twice since he has had to step in and himself outlaw Ichiro Hatoyama head of the Liberal Party—and two prospective members of the new Yoshida Government. Since those developments the system has become more co-operative.
