MORE RESPONSIBILITY FOR GERMANS ADMINISTRATIVE CHANGES "LONDON, May 29. “Marshal of the Royal Air Force Sir Sholto Douglas, British Commander-In-Chief in Germany, has announced the introduction of a new phase in the British policy for Germany’s administration. It includes the handing over of responsibility for the distribution of Ruhr coal in the British zone,” says the correspondent of the Associated Press in Hamburg. “Addressing the German Advisory Council, which is composed of German representatives of the provincial administrations and professional bodies, Sir Sholto Douglas said that his appointment coincided with a new phase, but this was no deviation from the carefully considered scheme. It was now planned to transfer administrative responsibility to Germans to the maximum extent possible. German administrative offices were at present being established. As soon as these were sufficiently organised he intended to hand over executive responsibility in a number of spheres.”
