SIAM’S COMPLAINT

BRITISH AND AMERICAN SUPPORT DISCUSSION BY UNO NEW YORK, May 29. The Secretary-General of the United Nations (Mr. Trygve Lie) announced that Siam’s complaint that French soldiers had entered Siamese territory would not be placed by him before the Security Council. Mr. Lie’s spokesman said that Siam in calling attention to the French attacks had merely asked for the Secretary-Gen-eral’s sympathy, assistance, and cooperation, but did not invoke the United Nations Charter. Therefore, the letter was not regarded as officially asking the Security Council to take action.

The spokesman explained that any member of the Security Council could bring up the case. So far no member had indicated that such action would be taken.

The Associated Press says, however, that a British Foregn Office spokesman said Britain would support Siam in placing the border dispute before the Security Council. The State Department’s press official said the United States would support Siam’s request that the Security Council should take up consideration of Siam’s charges of alleged French aggression. EXPLANATION~OF border INCIDENTS (Rec. 10.10 a.m.) LONDON, May 30. French forces entered Siamese territory on a number of occasions in the past few weeks pursuing Annamese and Laotian rebels, who were marauding in French Indo-China, states a communique issued by the French High Commissariat at Saigon. The communique added that the latest of these incidents occurred on May 24, when French troops chased a group of 50 to 60 rebels and an unspecified number of Siamese across the Mekong river frontier, and remained in Siamese territory for three hours. Three Siamese, carrying French arms, were killed.
