TANGLED LABOUR PROBLEM IN JAPAN TOKIO, May 29. The Japanese Government has decided to establish a new Ministry, with full Cabinet status, to handle a tangled labour problem which has arisen since the occupation has taught Japanese that they have the right to strike, and even, on occasions, the power to expropriate factories. The new Ministry will probably take over the powers of three present departments — commerce, transportation and welfare. The Government it is believed considers that control of industry should be in the hands of the owners of industry except when it may be necessary for the Government to assume management to avert a national crisis, just as has been done in the United States.

The Government has, however, announced that it is establishing machinery for management councils so as to give the workers a voice in the affairs affecting their livelihood. This policy is being adopted in preference to “production control,” which the Japanese workers have begun to practise.
