AMERICA SUGGESTS LOAN APPLICATION LEND-LEASESETTLEMENT (Rec. 11 aim.) WASHINGTON, April 19. The United States Secretary of State, Mr. Byrnes, in a Note to the Soviety Embassy at Washington, suggested that Russia should commence negotiations within two months for a 1,000,000,000-dollar loan from the Export and Import Bank.
Last October Russia applied for a loan, but the document was lost in the Foreign Economic Administration files until March 1. , It is understood that the United States intends that the loan discussions should include a review of the Russia-Balkan trade pacts, to which Washington objects. Washington will bring up the question of Russia participating in the United Nations international trade organisation, from which the Soviet has so far withheld. In addition the settlement of lend-lease from which Russia has received 10,000,000,000 dollars’ worth of supplies, must be worked" out.
