RELATIONS WITH TURKEY LONDON, July 24. “The Times,” in a leading article on Russian-Turkish relations, says: “The most important changes the Soviet is likely to desire relate to the vexed question of the Straits. It seems probable that a case can now be made out for revision of the Montreaux system, but the correct remedy would appear to run on multilateral rather than bilateral lines.
