TOO MUCH SECRECY LEADERS’ TALKS OPENED LONDON, July 18. In Potsdam, President Truman called on Mr. Churchill this morning and stayed to lunch. Mr. Truman and Mr. Stalin are to meet this afternoon. The 8.8. C. correspondent in Potsdam says that the t second formal meeting of the Big Three is expected to take place late to-day. Yesterday’s meeting is said to have been extremely cheerful and happy. The Potsdam correspondent of the “Daily Telegraph” complains that the Press is entirely excluded from even such public occasions as the arrival at the airport of the Allied delegations, although a dozen Russian photographers were permitted to take pictures. The correspondent adds: “It does not seem unreasonable to expect that the assembled Press, representing an anxious and inquiring world, should be given a preliminary briefing on the general outline of the meeting. The'’Press departments, although releasing no serious news, are producing numerous hand-outs describing the luxury in which the delegates are living. These announce that at an American 'shop delegates can buy such scarce items as alarm clocks,, fountain pens, electric razors, jewellery, watches and perfumes. Thirteen separate dining halls cater for the visiting American dignitaries.” ANGLO-U.S.A. MEETINGS RUGBY, July 18. At Potsdam, the British and American delegates have been getting together, and Mr Truman had lunch with Mr Churchill. The, American Secretary of State, Mr Byrnes, lunched with' Mr Eden. Afterwards the President and Prime Minister went to Mr Eden’s house and the four statesmen talked for a while. It is understood that the President and Mr Byrnes were to see Generalissimo Stalin in the afternoon. A News Agency Berlin message to-night says that three Allied leaders held a second formal meeting at Potsdam this afternoon. . . The second meeting of the Alliea Governing Council in Berlin was held to-day.

DETAILS LEFT TO EXPERTS (Recd. 10.30 a.m.). LONDON, July 18. The big three are deciding only big questions of policy leaving the task of working out the details to various experts, says the “Evening Standard’s” Berlin correspondent. In connection with the common policy for governing Germany, they are only indicating the line on which the various disputed points ought to be settled, leaving the rest to experts. It is believed that the three leaders are conferring only in short sessions. The Tripartite Conference on Tangier held in Paris has been adjourned until August, says the Press Association’s diplomatic correspondent. The Big Three at Potsdam will, consider Russia’s request to participate.
