CAIRO ASSASSINS. LONDON, March 22. The two men who assassinated Lord Movne, British Minister in the diddle East, last November, were executed at Cairo to-day. ARAB LEAGUE. RUGBY, March 22. Tfie constitution of the Arab League was’ formally signed at Cairo to-day, by delegates of Egypt, Syria, Lebanon, Transjordania, Saudi Arabia, Irak and Palestine, says a Cairo correspondent. It contains ‘2O articles providing that member States should not use force for settlement of conflicts between them, but refer the. dispute to the League, the decision of which would be acceptable to the countries; concerned.
The Constitution states that ail member States will respect the regime in other Arab countries and will not interfere in the internal affairs of other rnembei- States.
The permanent seat of the League is to be Cairo. The League will meet twice yearly, in March and in October. Abdely Aghan Azzam Bey, the Egyptian Minister for Arab Affairs, has been appointed Secretary-General for the first two years.
