LATIN AMERICAN BASES
WASHINGTON, March 6. ‘•The United States has no intention of establishing permanent Western Hemisphere military bases affecting in any way the territorial sovereignty of anv American republics,” said Mr. Sumner Welles. Under-Secretary of State, to the press. “It is time the Nazi lie suggesting that the United States is seeking permanent Latin American footholds was knocked on the head.”
SPANIARD’S VISIT
NEW YORK, March 6. The “New York Times” bays a former Spanish Foreign Minister (Senor Juan Beigbeder) has arrived in America. The Under-Secretary of State (Mr. Sumner Welles) explained that he came solely at the initiative of the Spanish Government and at no initiative whatever of the White House. Diplomats say that it is not a diplomatic mission but that he has come for private and military reasons, involving a first-hand study of American affairs and war effort.
