VOTE BY RATION BOOK Mr Herbert Morrison, Home Secretary, has received a report on electoral reform from the committee under Sir Sylvanus Vivian, the Registrar-General. I understand that the report advocates redistribution of seats in two stages (says the Political CorresponI dent of the London “Daily Tele- ' graph”). The most glaring of the anomalies in the sizes of constituenI cies would be rectified before the i post-war general election and a more ' thorough overhaul would be undertaken later.
I The report deals with methods of, compiling the new register of electors for the next general election. The present register is three and ahalf years out of date. It also provides for a “snap” election should one be necessary before the end of the war. Voting by identity card and ration book is, I understand, examined and found practicable.
