DETAINED AMBASSADOR
GERMAN EXCHANGE PROPOSAL LONDON, July 15. It is understood that the Foreign Office has rejected a German proposal for the exchange of a German—not Herr Hess—now detained in England, for Sir Lancelot Oliphant, British Ambassador to Belgium, who was captured when the Germans entered Belgium. Britain contends that Sir Lancelot Oliphant’s detention broke the rules of diplomatic usage, for as a representative of the British Government he should have been permitted to return. The British Government is not prepared to use Sir Lancelot Oliphant as a pawn for the release of any Ger -| man.
