Stating the onus of proof is always on the plaintiff, and stricter proof than usual is required where a disabling condition may, or may not, be the result of injury by accident, Judge O’Regan, in a reserved decision of the Compensation Court, gave judgment for Gannaway and Co., from whom Bernard Mulholland, watersider, sought compensation, alleging that he suffered a hernia while working for the company. • W.E.A. CONFERENCE. WELLINGTON, December 11. The Dominion conference of the Workers’ Educational Association, decided to urge the Government to institute adult education in military camps along the lines adopted in Britain, and offered its full co-operation. The adverse effects on adult education of the censorship and the import restrictions, were viewed with anxiety, and it was urged that literature, allowed l to leave Great Britain, should be permitted to circulate in New Zealand, and that the demand for literature of educational value should be among the last to go unfulfilled. The conference stressed the importance of maintaining intact the principle of academic freedom. The president, H. D. Acland (Christchurch), the vice-president, F. D. Cornwell (Wellington), and Ihe secretary, A. C. Barrington, were all reelected. TRUSTEES AND WAR LOAN WELLINGTON, December 10. Amending regulations to the Finance Emergency Regulations No. 2, which appear in to-day’s Gazette, particularly apply to the obligations of trustees to subscribe to the compulsory war loan, which is known as the New Zealand Government Loan, 1935. There was some doubt of the obligation of trustees whose beneficiaries are not absolutely entitled in possession. The regulations define the obligation of these trustees, and restrict their liability to the assets of a trust estate in the hands of trustees. Another clause of the regulations sets out the dates when offences are committed under the main regulations. If an appeal has not been lodged an offence is committed at the expiration of 21 days after the date of the original notice. If an appeal has been lodged, an offence is committed at the expiration of 21 days after the appeal is definitely decided. An amending notice undei’ the regulations is also issued confirming the position of trustees.
