Mr Henry Morgenthau, juri., the Secretary ■ to the Treasury, said Britain had not yet asked for financial aid, formally or informally. The Administration had not determined what its policy would be if arid when a request, were made. _ . Mr Morgenthau indicated that determination of the Administration’s policy would follow the current talks with Sir. Frederick Phillips, the Under-Secretary to the British Treasury. The purpose of these talks was to exchange information. Sir Frederick Phillips visited Mr Morgenthau at his home to-night. DEFENCE BONDS ISSUE ' WASHINGTON, December 9. Mr. Morgenthau said he was asking Congress to authorise the issuance of wholly-taxable Government bonds. He added that five hundred million dollars worth of defence notes were to be issued on Wednesday, which will, contrary to precedent, be subject to "both Federal and State taxes. At its meeting at Hollywood Beach, in Florida, to-day, Mr. Emmet F. Connely, the President of the Investment Bankers’ Association, told the Association that he had, formally, committed the Association to a pattern co-operation as between business and the Government, similar t to that which the U.S. Guided War Industries Board in 1918. FOOD FOR EUROPE. (Recd. December 11, 12.20 p.m.) WASHINGTON, December 10 Mr Hull issued a statement that the question of food relief for Europe continues to be discussed by American officials, but no decisions have been reached. He added that he knew of no basis for reports that one hundred million dollars loan to Spain was under consideration.
