RANDOLPH CHURCHILL. [BRITISH OFFICIAL WIRELESS.] RUGBY, November 28. Mr. Randolph Churchill M.P., delivered his maiden speech in the House of Commons. It occupied 25 minutes, an unusually long time for a maiden effort. It is the subject of favourable comment in the London Press, which notes that Mr. Randolph Churchill has the Churchill gift for phrase. The speech dealt mainly with war aims as seen by the young generation. The House chuckled at Mr. Randolph Churchill’s appeal for indulgence because of embarrassment caused by “parental propinquity.”

MILK RATIONING. (Recd. November 29, 12.10 p.m.) LONDON, November 28. The Ministry of Food has announced that milk will be rationed to ordinary ■ householders during the Winter shortage. Full supplies are being maintained for hospitals, mothers, children, and schools. CIVIL DISOBEDIENCE. (Received November 29, 10.20 a.m.) ALLAHABAD, November 28. Dr. Kailas Nath Katju, Minister of Justice in the, United Provinces, was sentenced to 18 months’ imprisonment. Nirsu Sinha was sentenced to one year’s imprisonment. Both are on Gandhi’s list. RUGBY, November 28. The Commons went into secret session, to-day, the subject under discussion, it is stated, being army organisation. •INDIA’S BUDGET. (Recd. Nov. 29, 11.20 a.m.). DELHI, November 28. The Council of State, by 27 votes to 11, passed the supplementary Finance Bill.
