New blockade measures are announced by the Ministry of Economic Warfare. The Ministry is compiling a “black list” of vessels, shipping companies, and exporters who contravene; the navicert system. Evasions' will mean refusal of port and coaling facilities and the risk of immediate seizure of vessels on the high seas. 'NORWEGIAN HELP. # (Recd. Sept. 20, 12.45 p.m.) HALIFAX, September 19. The Chief Medical Officer of the Norwegian overseas foi-ces, Dr. Liev Kreyberg, stated that many Norwegian ships in Canada and the West Indies are being armed for patrol convoy duty. Three hundred airmen are in training at Toronto,: and TOO planes have been ordered. ' Norway is financing all this.
