RIGA, November 6

The first shipload of Latvian Balts, as distinct from Reich Germans, sailed for Gdynia aboard the Steuben, on which were crammed 2856 passengers into accommodation intended for 1800 The Steuben set out yesterday, but ran aground and was towed off today. Five thousand Balts have changed their allegiance. The transportation is proceeding rapidly. All males between 20 and 26 years of age have been summoned for compulsory labour service, the voluntary system having failed. All doctors and lawyers under 60 and nurses uncjer 49 years of age have been called up. It is questionable whether this is lawful, but the Latvians are not interfering because those affected will soon be German citizens.
