GOVERNORS TAKE CHARGE.

The Governor of Bihar has issued a proclamation under the Government of India Act, abrogating to himself the powers vested in the provincial body, in view of the breakdown of the machinery of government. The Governors of the United Provinces and Madras have issued proclamations similar to that of Bihar.
