FRENCH FOOD RATIONING LONDON, October 18. Reuter’s Paris correspondent states that the first sign of war rationing is a decree under ■which beef, mutton, and veal must not be sold or served in restaurants, on Mondays. Beef must not be sold or served on Tuesdays. GERMAN SUICIDES. STOCKHOLM, October 18. Newspapers here report there is an epidemic of suicides in the Baltic States, because many of the Germans there prefer death to leaving their centuries-old fatherland. SWEDISH BUDGET. STOCKHOLM, October 17. The Swedish Government is seeking a vote of £3,G10,000 in next year’s budget, representing an increase of £730,000. WAR RISK WITHDRAWN. NEW YORK, October IS. The war risk insurance against the capture or seizure of merchandise by Allied naval vessels -will be -withdrawn on October 22 on shipments to all foreign countries, including South America.

ABSURD PROPAGANDA LONDON, October 17. • To-day, German propaganda neglected the Western Front and was mainly concerned with naval activities. The story of the sinking of H.M.S. Repulse has again been repeated. The German newspapers are going to absurd lengths, and are even claiming mastery of the North Sea. This claim is without any foundation, as the British and French fleets are still in complete command.
