Replying in the Commons to a question, concerning German claims that they are in command of the North Sea, Mr Churchill said: “There is most-effective control of all contraband and all commerce entering Germany. The North Sea is controlled effectively, so that Germany can derive no advantage whatever from ocean-going commerce.” RUSSIAN PRESS OPINION. s MOSCOW, October 17. “Izvestia” reveals that Russia is strengthening her fleet. The journal adds: A complete blockade of Germany is impossible, despite British and French naval superiority. Russia and Germany are working out a. plan for co-operation.
