SOUTH AFRICAN DEFENCE
POLICY OF GENERAL SMUTS [BY CABLE—PRESS ASSN. —COPYRIGHT.] CAPE TOWN, September. 7. General Smuts’ new Cabinet is a strong combination, representative of all political parties except the Nationalists (Republicans) who become the Official Opposition. General Smuts declared that participation in the war must necessarily be limited by considerations of geography. “Our primary duty is to place our defence in a state of efficiency. No Government can at this stage give encouragement to those citizens wishing to serve overseas. It is for the Union to give its physical support to friends of the Allies in all questions of trade, shipping and finance. We shall maintain the Simonstown Agreement in order to ensure the defence of Simonstown and the free entry of British warships, and to secure necessary protection for the conveyance of agricultural products overseas.” TERRITORIALS MOBILISED. LONDON, September 7. Southern Rhodesia has mobilised all units of the Territorial Force for active service.
