BERLIN, August 24. The Government spokesman said that Herr Hitler was too busy to bother about appeals or actions by Mr. Roosevelt. Herr Hitler returned suddenly by air to Berlin, and drove to the Chancellery in an open touring car. He appeared to be sad, looking neither to right nor left.
