BOROUGH COUNCIL MEETING.

HOKITIKA, May 15

The. meeting of the Hokitika Borough Council was attended by the Mayor (Mr G. A. Perry), and Crs. H. T. Parry, W. H. Stopforth, J. Fox, F. D. E. Freitas, C. Caliari, J. L. Turner, D. P. Stuart, and G. Heinz. An apology for absence was received from Cr. A. R. Elcock. . x i Financial statement, District Fund Account: Receipts £321/15/3, expenditure £755/0/2. Accounts amounting to £443/10/3, were passed for payment. The Abattoir report.was as follows: Stock slaughtered for April amounted to 27 cows, 28 heifers, 53 bullocks, 405 sheep, 107 lambs, 15 pigs, 15 ram; , condemned, one sheep and one pig Fees collected for month £B3/17/compared with £B7/11/6 collected for the same month last year. j

The sanitary inspector reported 48 inspections for the month. One case of disease was notified.

The Traffic Inspector reported three summonses for speeding, and 33 warnings given.

A fiat rate of £2/10/- per annum was fixed for water to be supplied to the new infant school in Park Street.

Crs. Stopforth, Freitas, Turner and Stuart were apopinted a. committee to consider parking places near the Regent and Princess Theatres, as recommended by the Traffic Inspector. It was decided to complete the purchase of a piece of land adjoining the borough stables in Davie Street. The Secretary of the Hokitika Fire Board advised that the Council’s contribution to the Hokitika Fire Board tor the year ending March 31, 1940, has been fixed at £298/13/6, payable in quarterly instalments on the first days of April, July and October, 1939, and January, 1940.

The Under-Secretaryl Department of Internal Affairs, wrote asking the Council to elect two members for the Hokitika Fire Board, under section 11 of the Fire Brigades’ Amendment Act, 1932.—Cr. A. R. Elcock and Mr Braddon were re-elected.

The resident manager, Kanieri Electric, Ltd., acknowledged the Council’s letter of 2nd instant, in re■■ganL to .post.poning.-Uie discussion respecting clauses 2 and 5 of the agreement to September 21, 1939, and thanking the Council for granting the postponement.

The Automobile Association, Westland branch, asked that the Council confer with the Westland County Council, With a view to dealing with

the tu,rn-outs on the Hokitika bridge —No action taken.

The Clerk, Westland County Council, forwarded particulars of meeting of representatives will be held to decide on a course of action.

C. Caliari. application for permission to instal a septic tank at Section 1281. Hampden Street.—Granted, subject to Health Regulations. M. Houston, junior, application to instal septic tank on part of Section 1424, Revell Street. subject to Health Regulations.

The secretary of the Hokitika Beautifying Association wrote, suggesting that the Council fix the permanent widths of carriage-ways and footpaths, thus leaving a fixed width for the roadside lawns which many residents are now constructing on their frontages. The motive behind' the suggestion is to ensure that the edges of all lawns shall be in straight lines, and a member of the Association, who is a registered surveyor, has undertaken to give the necessary alignment to control the lay-out. The Association is prepared, if the Council agrees, to consider each street in turn, and forward recommendations to the Council for their concurrence. —Approved’. Work on Sale Street to he carried out.

Wililam Johnson, application for street stand to park a pie-cart, on a site to be stated by the Council, but preferably at Truman’s corner. Weld and Tancred Streets—Granted, subject to usual condition. The Secretary of the Municipal Association of New Zealand wrote, stating that the Executive Committee considered it unwise to request the Government to draft all local body bylaws, and pointing out that model building by-laws are already under consideration by the Standard's Institute, parts I—6 of which are already in print, ami that the Association is endeavouring to arrange for the Government Printing Office to retain the type of these model by-laws, so that they may be made available, with necessary alterations, for any local body desiring to adopt them. It is the intention of the Institute to forward sample copies of these bylaws to all local bodies as soon as they are printed. The Royal Humane Society of Now Zealand made its annual appeal for funds.—One guinea granted. The officer in charge of the Valuation Department, Christchurch., forwarded the revised valuation roll for the Hokitika Borough, and asked that the roll be available for public inspection during business hours from the date of receipt (10th inst.) until the 24th inst.. both dates inclusive and further stating that “the Department has hitherto, when supplying •local rolls, furnisher gross and rate-

able totals. As the responsibility of the interpretation of the term ‘rateable property’ in the Rating Act is imposed upon the local authority, I shall bo glad if you will check those entries marked exempt, and say also if any property exempt from local rating has not been so marked.’ —Referred to the Mayor and Town Clerk.

The Building Overseer, Department Housing Construction, Greymouth wrote, stating that the State houses lacing Davie Street are nearing completion, and it is a matter of urgency that road access be provided earlier. With a view to assisting the Council, the Housing Department is prepared to pay at the rate oi 3/- per yard for all spoil removed from Davie Street during the forming of the road and the depositing of it in the creek bed opposite the three houses facing Welti Street.—Decided to draw the Department’s attention to earlier correspondence.

Tlie Building Overseer, Department of Housing Construction, wrote stating that the Housing Department proposes to make an early start on the, formation of Jollie Street through Reserve 445 (Botanical Gardens) and asking whether the Council would forego the I/- per yard royalty on all metal used on the formation of this street.—Granted, provided Department does its own quarrying.

9 he Secretary of the Westland Hospital Board forwarded copy of the Board’s receipts and payments for the year ended 31/3/39 and estimated receipts and payments for the year ending 31/3/1940 as adopted by the Board. The latter estimates have not yet. been approved by the Department of Health.. The levy on the Hokitika Borough for the current year amounts to £2296/8/5, being an increase of £512 on last year’s lew.
