GOVR.-GENBRAL'S SPEECH. [BY CABLE —PRESS ASSN. —COPYRIGHT.] (Recd. February 4, 11.3 oa.m.) CAPE TOWN. February 3. Opening Parliament, the GovernorGeneral expressed gratification at the improvement in international relations, but warned every country, valuing liberty, to keep its defences equipped. The Leader of the Nationalists gave notice of motion that the Government officially declare “Die Stem Van Said Africa,’ ’as the only national anthem. The Leader of the Dominion Party is requesting an annual adequate grant, to the Royal Navy in acknowledgment of the protection afforded, ami further shipping contracts with the British mercantile marine. Another million surplus is anticipated. :
