SPAIN AND FAR EAST [by CABLE —PBESB ASSN. —COPYRIGHT.) GENEVA, January 20. The League of Nations Council., at a secret session, drafted resolutions dealing with Spain, and China. Neither of these is likely to satisfy those most concerned. One expresses sympathy with China, reaffirming that Japan is the aggressor. The other takes note of the additional information regarding the bombing of civilians in Spain and condemns such methods of warfare.

The closing session of the Council adopted the resolutions respecting Spain and China. The first declared that the. Commission’s investigations of the bombing in Republican Spain showed that in certain cases, air attacks had been directed either intentionally or negligently against the civilian population. The Council condemned . the methods ns contrary to the conscience of mankind and international law. A second detailed resolution, already adopted, regarding the co-ordination of assistance for China, reaffirmed the moral support and avoidance of any action which may weaken Cnina s powers of resistance. Mr. Jordan, in a brief declaration, deplored the cruelty of aerial bombardments. Dr. Wellington Koo, in a statement, said the resolution "was unsatisfactory to the Chinese Government.
