Mr. Roosevelt intimated to (lie Cress Conference that he does not intend to support the navy proposal to lov'ify Guam, as a powerful air. submarine, and destroyer base. He reminded the reporters that the Naval Board recommendation as regards Guam was just part of an enormously big report, ovcring projects costing more than 2.0 0 million dollars.
