HOKITIKA BOROUGH COUNCIL

MONTHLY MEETING

HOKITIKA, Sept. 20

The Hokitika. Borough Council met last evening. Present: —The Deputy Mavor, Crs. A. R. Elcock, Crs. G. Heinz, C. Caliari, F. D. E. Freitas, W. H. Stopforth, J. Fox. Apologies. for absence were received from the Mayor Mr. G. A. Perry, Crs. H. L. Michel and H. T. Parry. The financial statement showed receipts £2217/18/2, expenditure £1042 18/2. Accounts amounting to £1675 1/1 were passed for payment. Abattoirs report: Stock slaughtered for month of August amounted to 20 cows, 22 heifers, 87 bullocks, ?. calves, 268 sheep, 7 pigs. Condemned:, One cow. Receipts for August amounted to £69/6/-, compared with £57/3/- collected for corresponding month last year. Cr. Fox moved that the attention of the authorities be drawn to the dangerous condition of some of the planking on the Hokitika River combined railway and traffic bridge. —Carried. It z was decided to procure a further 10 chains of 4-inch pipes.

In referring to the resignation of the Borough Inspector. Mr. W. Gaylor, Mr. Elcock eulogised his services while a servant of the Council during the past 13 years, other members endorsing his remarks. —It was decided to accept the resignation with regret and appreciation and to grant him three months’ retiring leave. It was resolved that a committee consisting of the Mayor, Crs. Heinz, Fox and Caliari deal with the matter of his successor.

It was decided to increase the salary of the Librarian to £3/5/- per week and to increase the subsidy to the Library accordingly. Cr. Heinz discussed the rubbish disposal and suggested the council appeal to the public through the press for more attention to its disposal. CORRESPONDENCE From N.Z. Refrigerating Co. advising that the following quantities of meat were delivered into Hokitika. — July, 1938,-104 sheep. August, 1938, 183 sheep, 7 pigs. , W. J. Butler Estate, Cass Square Fund, forwarding interest to the 15/6/38, £lB/13/-. Commissioner of Transport advising that Air Travel (N.Z.) Ltd., had applied for an amendment to their continuous aircraft-service license io provide a second aircraft to be used for the Hakitika-Inchbonnie-Weheka-Franz Joseph-Haast-Okuru service and asking whether Council has any representations to make. —No representations.

Hon. Sec. N.Z. Centennial (W'estland Committee) advising that next meeting of General Committee will be held on the 12th October proximo and that in the interim that the Mayors of Hokitika and Greymouth will represent Westland at a meeting of delegates to be held at Wellington on the 29th.

Department of Labour forwarding particulars of subsidised workers for the eradication and control of noxious yveeds.

Employment Bureau, Greymouth, approving of work schedule submitted by. this Council under Scheme 13 and stating that subsidy on the following basis had been allocated: (a) A special committment of £413 for sewer work, (b) A special committment of £1320 for other jobs specified in the schedule.

(a) Commissioner of Transport in regard to turn-outs and warning devices on the Hokitika Bridge, (b) District Engineer, Public Works, Greymouth, on the same* matter. (c) Clerk. Westland County Council, on the same matter. —Deferred pending advice from Automobile Association. F. G. Reid, building contractor, application for water supply to section boundaries of Government houses to be erected in Weld Street. —Granted. Director of Housing Construction stating: (1) That in order to provide in Jollie Street for the Council’s 18 inch drain to connect- with the drain which is to service the houses being erected by the Government that it will be necessary to increase the present 12 inch drain to 24 inch on account of the flatter gradient and that if the larger drain is substituted for the 12-inch one that the Council should bear the extra cost including that of widening and deepening the main drain from Stafford Street to the river. (2) In regard to water reticulation the Department proposes to instal at its own expense a 4-inch main down the new street complete with hydrants and services and asking for the Council’s quotation for carrying out this work on the Council’s standard construction. —Deferred and referred to Town Clerk. A. W. Robinson application for permission to instal septic tank at his new dwelling in Hall Street. —Granted subject to usual conditions.

Mr. T. W. Barrowman in regard to lease of Municipal Reserve No. 5-12 granted to him by resolution on the May 26, 1938, stating that lease be granted to his son Campbell Ward Barrowman of Hokitika, Mental Attendant, as from the date of the original lease —No objection. Secretary, Returned Soldiers Association pointing out the unsatisfactory condition of the clay surface on the road entrance at the Cemetery and stating that one of the members fell heavily on the slippery surface which necessitated medical attention. —Referred to Reserves Committee for attention.

T. E. Moore pointing out the unsatisfactory condition of drain along his frontage in Rolleston Street, and asking that attention be given.—Referred to Chairman of Works.

N. Toomey drawing attention to the flooding at her property in Fitzherbert street and suggesting that the drain on the east side of the street he continued to Hampden Street to trap the floods water at that point.—Referred to Works Committee.

M. Fitzgerald and others pointing out that the surface water at the corner of Fitzherbert. and Tudor streets is overflowing onto their property.--Referred to Works Committee. W. Eggling and others asking that the water course at Gibsons Quay and Sale Street he piped.—Already approved work to lie done as soon as possible.

Grey Motors Ltd., forwarding particulars of a VS Ford Truck suitable for the Borough requirements.- -Deferred till next meeting for consideration. Miss Esther Ward asking that Borough Reserve on the north side of her property on Cemetery Hill be cleared of gorse as there is a serious danger of fire. —Referred to Works Committee.
