LATE MESSAGES
■WASHINGTON, May 20. Mr. Roosevelt will shortly ask Congress for a deficiency appropriation of 20,000,000 dollars to start the immediate construction of the warships authorised in the sub-naval expansion programme, thus answering the critics contending that the Super-Navy Bill was merely bluff. Under the present plans the United States building programme will reach an all-time high record in 1939, with over 100 vessels constructing, including six superdreadnoughts, giving 500 warships within eight years. MEXICO CITY, May 19. While President Cardenas was in San Luis Potosi boldly disarming Cedillo, with the backing of Federal troops, an important though non-mili-tary revolution is gathering in force in Mexico City. It is the move of the Federal Congress to assert itself against the moves towards an exclusive Labour domination in Mexico and against the extremes of both left and right. A majority bloc has already declared opposition to Cardenas’ bill giving Federal employees the right to strike. Preparations are in progress to launch an appeal calling on the nation to support the Congress in the stand against extreme measures of all kinds. The block includes prominent military leaders.
