NAVAL ACTIVITY. [BY CABLE —PRESS ASSN. —COPYRIGHT.] BARCELONA, April 28. Six insurgent warships, including the cruisers Canarias and Almirante Cervera, accompanied l by a strong squadron of aeroplanes, shelled the Government positions north of Castellon. Three Government destroyers and a number of destroyers, summoned by radio, arrived at dusk. The insurgent fleet was then already heading for Majorca. The Government vessels pursued them, but bad weather prevented an encounter. REBELS HALTED. (Received April 29, 11.30 a.m.) BARCELONA, April 28. Del Vayo, after inspection of the northern front, from Seo De Urgel to Lerida, declared that the rebels had not advanced one inch in three weeks. U.S.A. EMBARGO. WASHINGTON, April 27. A group of publicists l and 1 15 members of the National Academy of Sciences presented a. petition to Mr Roosevelt urging him to lift the embargo on the shipment of arms to the Spanish Government. Two Nobel Prize winner® were among the petitioners. The State Department informed the petitioners that any embargo action depended on Congress.
