(Recd. May 29, 11 a.m.) LONDON, May 2S. A scarcely veiled reference to Hitler was made by the Bishop of Birmingham, speaking at London. He said that recent Continental his* tory shows how even a public house politician and a dosshouse dreamer can get a clientele, which swells dangerously in times of public emotion and disorder. When a dictator has as many followers as he can pay he can create armies and munitions, actually on a rake’s progress. This must end in bankruptcy, revolution, -■or possibly a successful’war.’ If there is a chance of war averting his downfall the Dictator plunges. Referring to Italy. Dr. Barnes added: Mussolini’s attempts to force up the birthrate are pathetic. Quality not quantity is important. I was recently in Palermo, which is. a huge slum. People who think feel increasingly reluctant to breed children for cannonfodder.
