MADRID BOMBED. [BY CABLE —PRESS ASSN. —COPYBIGHT.] MADRID, February 18. Insurgent aeroplanes three times bombed Madrid last night, killing 11 and injuring 70. EX-KING’S MESSAGE. SALAMANCA, February 18. General Franco received a telegram from Rome, conveying the enthusiastic congratulations of ex-King Alfonso, on the capture of Malaga. FRENCH AND INTERVENTION. (Received February 19, noon.) PARIS, February 18. The Council of Ministers passed the measures under the non-intervention agreement, conditional on similar ac-tion'by-other countries. These are designed to render the frontiers impervious, impose severe penalties' on agencies seeking to enlist volunteers for Spain, forbid recruiting at public meetings, or raising funds to provide additional guards at aerodromes, and so forth. IRISH ACTION. LONDON, February IS. Mr. de Valera, emphasising the need for urgency, secured the first reading of the bill prohibiting Irish Free State citizens from participating in the Spanish war.
