Sir A. Parkhill states that no complaints from the navy are at present before the Naval Board, but full-inquir-ies are being made into cases of damage to equipment, which the Board considered were acts of individual unbalanced and aggrieved persons. The great majority of naval men entirely disagreed with these acts, and there was nothing in any suggestion that such acts were a traditional method of showing discontent. He would not consider the establishment of any special form of inquiry unless it was shown the Naval Board was not adequate to deal with complaints, and unless definite specific complaints were received from the men themselves.
