GAOL BEFORE SCOTLAND. LONDON, April 29. When Thomas Lyon, 19, a machinist, appeared at London Sessions yesterday, having been committed for sentence for stealing a watch, it was stated that last May he was given the option of doing one month’s hard labour for begging or returning to Scotland. “He declined to go back to Scotland, and did the month instead,” said a detective. Sir Herbert Wilberforce (Deputy Chairman): Some people might think that was less punishment. Lyon, a native of Glasgow, was sent to Borstal for a period not exceeding three years.
