He received 754 out of a possible 911 votes. ESTABLISHMENT OF SOVIETS (Recd. May 11, 1.30 p.m.) MADRID, May 10. The Foreign Minister, Senor Garcia, is forming a Government. The National Federation of Labour, the most formidable Spanish political force, numbering 3J millions, decided to establish Soviets throughout the country, with the collaboration of the trades unions and anarchists, indicating an early realisation of Communism.
