Senator Hull (Secretary of State) in his notification of th© sums due, had stated that th© United States was ready to discuss any Proposals which Britain might desire to make in regard to th© payment of her indebtedness. Sir R. Lindsay (British Ambassador) in reply, stated that it did not appear to His Majesty s Government that "circumstances have so changed since 'their Note of June 4, 1934, as to enable proposals to be put forward at the present time.” Sir R. Lindsay added that his Government would be glad to resume discussions whenever the situation warrants in the hope that a satisfactory result might be reached.”
