The Emperor has appointed the Wai Minister concurrently to be President of a new Board of Manchurian Affairs, controlling all the Japanese administrative activities in Manchukuo and the Kwontung leased territory..Fortynine Imperial ordinances will become effective under the new system immediately. 1 , , Okada Hayashi, in a statement, said the system is designed, to produce the closest co-operation in Japanese organisation in that region. DIET OPENED. TOKIO, December 26. The Emperor formally opened the Diet, which adjourns to-morrow till January 20. The session is likely to be stormy, owing to internal dissensions in the biggest party, the Seiyukai.
